POLICY No. 2.1

SUBJECT MEMBERSHIP REQUIREMENTS - VOLUNTEERS

1.0 PURPOSE

To set forth minimum standards for volunteer firefighter membership with the Fire District and create

a base standard for all members.

2.0 POLICY

They shall be able bodied citizens who are either residents of or work in Grant County Fire Protection

District No 5 or reside in the City of Moses Lake and are at least sixteen years old

All members must have a valid Washington state drivers license.

All new members will be under a six month probation period, during which time they will not be

allowed to drive a fire vehicle to an emergency unless authorized by the officer in charge.

All firefighters shall obtain a valid certificate of First Aid and C.P.R.

All firefighters shall complete annual certification. By doing so, you are helping the District maintain a

better insurance rating for the public.

In general, all firefighters shall be trained to handle fire fighting equipment and apparatus provided to

successfully mitigate emergency incidents to which they respond. They shall remain at their posts of

duty until excused by a superior officer.

All firefighters, upon receiving an alarm, may report to duty immediately with all possible speed,

consistent with safety, and obeying all traffic laws.

Each member is responsible for equipment assigned to him/her and when membership in the District

is terminated, shall return said equipment to the Main Station. It shall be the duty of the Assistant Fire

Chief to see that all items are returned and accounted for.

It shall be the duty of every member of the Fire District to attend at least nine (9) drills per year.

Members so dropped from the roster will have the right to appeal at the next Commissioners meeting.

No member of the Fire District shall drive any Fire District apparatus until successful completion of an

Emergency Vehicle Accident Prevention program and shall not operate apparatus in emergency mode

until they have successfully passed a qualifying examination by an officer or designated examiner of

the Fire District to determine their driving ability and mechanical understanding of the apparatus

classification.

Drivers shall observe speed limits which are consistent with safety, considering traffic, weather and

road conditions. Special care shall be taken when approaching all intersections, the apparatus being

kept under control at all times.

Returning from fires, all traffic rules shall be obeyed.

All members should assist in the work of the District whether it may be their assigned duties or not,

and in the absence of any specific orders or apparent work to be done, they should report to the

person in charge.

All members shall give strict obedience to the orders of their appointed or elected officers.

Any person not a member of the District, unless authorized by an officer, shall not be allowed to ride

on the apparatus or to handle equipment.

Work at fires and drills shall be done in a quick, orderly and quiet manner.

No member shall appear at any meeting of the District or on duty under the influence of drugs or in a

state of intoxication, or shall be guilty of conduct unbecoming a firefighter, or otherwise bring disgrace

on the District under penalty of suspension or expulsion at the discretion of the Fire Chief.

R.C.W. 46.37.185, green light on firefighter's private vehicles. Firefighters, when approved by the

Chief of their respective service, may use a green light on their personal vehicle that complies with

Washington State law.

Personnel that are not 18 years of age will not participate in interior structural firefighting or drive fire

district apparatus.

The Fire Chief will be responsible to insure that membership requirements are met by all volunteer

firefighters of the Fire District.
